Metin Celal was born in Ankara in 1961. After finishing his secondary education at Istanbul Göztepe Aryamerh High School, he studied at the Department of Petroleum Engineering at Middle East Technical University (1979) and the School of Press at Istanbul University. He worked as an editor for various poetry and literary journals such as "İmge/Ayrım" (1984), "Yeryüzü Konukları" (1984), "Poetika" (1985), "Fanatik" (1989) and "Sombahar" (1990 – 1996) at many publishing houses. Since 1979 Celal has published his poems, articles and reviews in various literary journals such as Oluşum, Varlık, Türk Dili, Sanat Olayı, Gösteri, Öküz, E, and newspapers including Güneş, Evrensel, Özgür Gündem, Yeni Yüzyıl, Cumhuriyet Kitap, and Radikal Kitap. He has also published many novels and poetry books.
Celal currently works as Director at the Parantez Publications since 1992. He also works as Publication Director for Özgür Literary Journal. Celal is a member of the Writers Syndicate of Turkey and the Turkish PEN Centre. He also serves as General Secretary in the Turkish Publishers Association as well as the President in the Professional Society of Literature and Science Works Owners (EDISAM).
