Şavkar Altınel was born in Istanbul in 1953. He finished at British School for Boys (1964-1969) and Robert College (1969-1972). He studied English Literature at Chicago University between 1972 and 1976, and at Glasgow University between 1976 and 1979. He then settled down in England. His first writing was published in Yeni magazine in 1971. He published his first poem in Yazı in 1978. His writings, poems have been published in many magazines such as Gösteri, Varlık, Tan, Gergedan, Sonbahar, and Adam Sanat. In 2011, Altınel received Erdan Öz Literature Award.
