Sefa Kaplan was born in Çorum in 1956. After graduating from Gazi Institute of Education in Ankara, he entered the Faculty of Literature at Istanbul University to work with Ahmet Hamdi Tanpınar. He, however, left the university and began working as a journalist. Between 1995 and 2000 Kaplan lived in London because he was condemned due to his article, published in Aktüel journal.
In 1970s Kaplan published his first poems in several literary journals including Türk Edebiyatı, Milli Kültür, and Gösteri. He has written poems and stories and published many books including "Sürgün Sevdaları," "İnsan Bir Yalnızlıktır," "Seferberlik Şiirleri," "Mecusi Şiirleri," "Londra Şiirleri," "İntihar Şiirleri," "Öyküler Seni Söyler," "Batılı Gezginlerin Gözüyle İstanbul," "Türk Yazarlarının Gözüyle Dünya Kentleri," "1915’te Ne Oldu?," "Olaylar ve İnsanlarla Dolu Bir Ömür: Hasan Pulur Kitabı," "Bir Bilim Adamının Hikâyesi: Celâl Şengör Kitabı," and "Sevda Sürgünleri." In 2013 he published a Tanpunar′s biography "Geç Kalan Adam: Ahmet Hamdi Tanpınar" (Doğan Kitap). He received a Behçet Necatigil Poetry Award in 1990. Kaplan currently continues his work in Istanbul.
