İhsan Özer was born in Istanbul in 1961. In 1982 he graduated from Istanbul Technical University Turkish Music State Conservatory where he studied the kanun instrument under the supervision of famous artists such as Ruhi Ayangil, Demirhan Altuğ, Ercümend Berker, Tülûn Korman, Metin Örser, Yalçın Tura, Ergen Korkmaz, Haydar Sanal, and Saadet Güldaş. In 1981 Özer started working as an artist in the TRT Istanbul Radio. He also served in the Istanbul University State Conservatory Turkish Music Performing Commission. In 1988-1990 he performed as a kanun player in the Istanbul State Ensemble of Turkish Music.
Özer performed for famous singers such as Bekir Sıdkı Sezgin, Alaeddin Yavaşça, İnci Çayırlı and Rıza Rit. Özer also performed with prominent saz artists including Cinuçen Tanrıkorur, Abdi Coşkun, İhsan Özgen, Mutlu Torun and Necdet Yaşar. Özer performed kanun for many CD recording with various groups such as “Sarband” and “Pera Ensemble.” He completed his Master′s degree in 1988 and doctoral degree (proficiency in art) in 1995. Özer has composed many works for solo, chorus and orchestra. His works were performed by the Ayangil Turkish Music Orchestra and Chorus in several International Istanbul Music Festivals and Yapı Kredi Music Festivals. One of his works won a mention award in the Turkish Art Music Composition Contest, which was organized by TRT in 1990.
In 1993 Özer performed Santur Saz for the first time with the Istanbul Historical Music Ensemble in the 21st International Istanbul Music Festival. He has continued performing Santur Saz with Bezmara Ensemble. In 1987-1998 he directed the Istanbul Technical University Turkish Music State Conservatory Students Orchestra and gave many concerts. He also prepared a TV program (9 vol.) of the Student Orchestra for TRT. Özer has given many concerts with prominent artists in Turkey. He currently continues working as assistant art director in the Istanbul Historical Turkish Music Ensemble. Besides being a chorus director and kanun player, Özer teaches kanun at Haliç University Turkish Music Conservatory.
