İsmail Başer graduated from the Painting Department of the Gazi Institute of Education in 1977. After working at the Gazi Institute of Education from 1980 to 1981, he taught painting at a high school between 1986 and 1990. He then studied painting at the Painting Department of Gazi University and graduated in 1991. Başer completed his Master′s degree in Painting at Selçuk University in 1995. From 1995 to 1996, he taught painting at the Painting Department of Selçuk University and Niğde University. Başer has held many solo exhibitions and participated in several group exhibitions in Turkey. His works can be seen in national and international collectors. Başer has also made ceramic works. He is a member of GESAM and the Ankara Painters Association. Başer currently continues his work in Antalya.
