Füsun Çağlayan was born in Trabzon in 1964. She graduated from the Prof. Dinçer Erimez Workshop of the Painting Department in the Faculty of Fine Arts at Mimar Sinan University in 1986. She completed her doctoral degree, proficiency in art at the same university in 1998. Between 1989 and 1992, Çağlayan taught painting in the Ankara Atatürk Cultural Center, which belonged to the Turkish Ministry of Culture and Tourism. She then served as an art director at an art gallery in the Istanbul Atatürk Cultural Center between 1992 and 1998. In 2003, she began teaching as an Assistant Professor in the Faculty of Education at Ondokuz Mayıs University. In 2008, Çağlayan became an Associate Professor at Ondokuz Mayıs University. She has had many solo exhibitions and participated in numerous group exhibitions and fairs in Turkey and abroad.
